Norway expands plastic sorting capacity near Oslo

A new facility outside Oslo is now sorting up to 90,000 tonnes of plastic waste annually—roughly 80% of Norway’s plastic packaging. The plant, called Områ, is a collaboration between TOMRA and Plastretur. It uses AI, sensors, and robotics to sort plastic at high speed and precision, preparing it for reuse in manufacturing.

The project aims to reduce carbon emissions by up to 40% compared to incineration. While recycling remains a last resort in circular economy frameworks, this facility is designed for end-of-life solutions where reuse and reduction aren’t viable.

Three structural elements support the system:

  • Extended Producer Responsibility (EPR): Producers fund the collection, sorting, and recycling process. Without EPR, there’s no financial base to operate such systems.
  • Regional access to sorting: Not every city needs a plant, but every region needs access to one. This helps scale operations without duplicating infrastructure.
  • Guaranteed demand for recycled materials: Governments and buyers must commit to purchasing recycled feedstock. Without consistent demand, recyclers face economic risk.

The facility is being positioned as a model for secondary plastic markets. While some experts caution against relying too heavily on recycling, the plant’s backers argue that coordinated logistics, policy, and technology can make circular systems viable.

TOMRA and Områ say the project reflects a shift in how resources are treated—less as waste, more as material with potential. Whether this model can be replicated in regions with fragmented waste policies remains to be seen.
