EU publishes Digital Product Passport Rulebook to guide sustainable and transparent product data systems

The European Commission has officially published a comprehensive rulebook outlining how Digital Product Passports (DPPs) should be developed and implemented under the Ecodesign for Sustainable Products Regulation (ESPR). This report, prepared by the Joint Research Centre, introduces a structured methodology to define what product data should be included in DPPs and how it can support sustainability, transparency, and circularity across industries.

At its core, the DPP serves as a digital record that contains key information about a product’s lifecycle, including materials, environmental impact, durability, and repairability. As global markets increasingly prioritize circular economy practices, the DPP is positioned to become an essential tool for ensuring accountability and informed decision-making.

A Policy Tool for Sustainability and Transparency

The ESPR establishes a broad framework to enhance the environmental performance of products placed on the EU market. Not all data is equally important, so prioritization is carried out based on relevance, feasibility, and value for users.

Step C: Design and Development
Once data needs are defined, they are aligned with existing standards and vocabularies. This step also determines the level of detail (granularity) required, establishes who can access the data, and defines governance rules. The goal is to ensure interoperability and clarity across different systems and stakeholders.

Step D: Validation and Consultation
The final step involves reviewing the proposed data requirements and consulting stakeholders. This ensures that the framework is practical, consistent, and aligned with industry capabilities before implementation.

Key Elements of the DPP Framework

Implications for industry and global supply chains

The introduction of the DPP will have far-reaching implications, particularly for industries exporting to the EU, such as textiles, manufacturing, and consumer goods. Companies will need to improve their data collection and management practices to meet new requirements.

For countries like Bangladesh, Vietnam, which have strong export-oriented manufacturing sectors, this presents both challenges and opportunities. While compliance may require investment in digital infrastructure and processes, it also opens the door to greater market access, improved product credibility, and alignment with global sustainability standards.

Challenges and practical considerations

Despite its potential, the DPP framework is still in an early stage of development. One of the key challenges is balancing functionality with complexity. Expanding the scope of the DPP increases its usefulness but also makes implementation more demanding.

Additionally, the current ecosystem lacks large-scale, cross-sector implementation experience. Issues such as interoperability, administrative burden, and data standardization will need to be addressed over time.
